LPA Local Let Projects
KEM completed design services for this project under the ODOT Local Let Process. The Lorain County Engineer was the sponsor agency for 2.86-miles of roadway widening in the Village of Sheffield. This $5,000,000 project included widening the roadway to three lanes, improvements to the storm sewer system, three signalized intersections and the construction of approximately one mile of bike trail as an extension of the Lorain County Metro Parks.
KEM completed design services for 1.2 miles of roadway repair and 1.3 miles of roadway widening on West River Road near the Midway Mall in Elyria, Ohio. The $3,000,000 construction project included spot replacement of over 10,000 SY of full depth concrete and 6,500 feet of combination curb and gutter on the 5-lane section of roadway in a highly traveled, commercial section of Elyria. The widened section of the project consisted of relocating existing ditch lines to accommodate the addition of 4' paved shoulders on both sides of the asphalt roadway. Catch basins and storm sewer conduits were designed to collect sheet flow and provide positive drainage for the uncurbed, residential area of the project. Drive aprons and sidewalks were replaced throughout the project, while 41 ADA compliant curb ramps were designed at intersections. 1,500 feet of sanitary sewer relocation was designed by KEM and replaced at 100% local funding while being incorporated into the LPA project construction plans. Utilizing ODOT Safety Funds, the traffic signal at Midway Blvd. was reconstructed and new traffic patterns were established. KEM provided field survey and R/W acquisition services to obtain permanent R/W from commercial properties for the installation of traffic signal poles.
KEM designed this 4.4 million dollar safety imporvement for Middle Bellville Road in for the City of Mansfield. This project included significant safety upgrades such as sight distance improvements, intersection improvements, signal upgrades, and a modern roundabout at Straub Rd.
KEM was selected to prepare design plans for this streetscape improvement project in the downtown area of Bellville. The $420,000 project was programmed as an ODOT LPA Local Let project and is finacned through Transportation Enhancement and OPWC funds. The project consists of installing decorative lighting, stamped concrete/paver bricks, new trees, and ADA compliant curb ramps. The project also included a new storm system and new curbing. KEM services included field survey, preliminary and final design along with coordinating and implementing the Village Beautification Committee's recommendations into the final construction plans.
KEM provided construction contract administration and inspection services for 5.2 miles of four lane divided roadway around the east side of Elyria. This $18,000,000 Local Let Project was administered under full Federal Highway Administration and ODOT oversight. Said project included pavement rehabilitation, reconstruction of seven signalized intersections, new highway lighting, drainage improvements, major structure work and extensive landscaping. The pavement work was originally planned to be constructed in three phases over a two year period. KEM expedited the schedule to have a majority of the work completed in the first year of construction, thereby providing a smoother roadway for the public and reducing lane restrictions in year two.
The City of Mansfield was awarded $248,000 under the Safe Routes to School program for infrastructure improvements including repair and replacement of sidewalks and installation of flashers along school walking routes. The improvements were at various locations around the City. KEM provided construction administration and inspection services to assure that the work was completed per plan specifications.
