KEM is in the process of developing a legally defensible storm water district program for Lorain County with the assistance of Environmental Rae Consultants. The program includes the implementation of a stormwater utility fee that will be integrated with county tax billings and is based on the equivalent residential unit which provides a mechanism to equitably bill customers based on usage.

What is a Stormwater Utility?
The County has established a stormwater utility which will maintain and operate the stormwater system. This will develop a dedicated funding source to address recurrent maintenance needs; such as ditch cleaning, specific projects including infiltration/inflow reduction, water quality improvement, long term projects like detention facilities and improved stormwater collection systems. These improvements will aid in stabilizing sanitary sewer costs, reducing property damage and increase the useful lives of roads and other infrastructure.

Lorain County Stormwater UtilityNumerous Ohio communities and sewer districts have established stormwater utilities to address funding of their drainage issues. Examples include, Lake County, NEORSD, Columbus, Cincinnati, Toledo and Bucyrus to name a few.

What does a Stormwater Utility do?
Drainage is one of the only areas of infrastructure that does not have a dedicated funding source. Unfortunately, it does have recurrent maintenance costs, expansion costs, and numerous unfunded State and Federal mandates. The user fees collected by the Stormwater Utility will allow the establishment of a dedicated funding source to address stormwater issues in the County. These will include local issues of maintenance and flood reduction, as well as State and Federally mandated issues of stormwater inflow/infiltration (I&I) reduction into sanitary sewers and stormwater pollution reduction.
