KEM provided grant assistance, preliminary design, final design, construction documents, assessment calculations, public hearings, easement acquisition, and construction administration for this stormwater improvement project. Due to the nature of the work and the fact that assessments were to be levied on benefiting properties, KEM worked with the County and Township to develop an assessment methodology that fairly levied assessments based on benefit. KEM also guided numerous public meetings to provide the opportunity for public input and consensus on the project scope, cost, and assessments. The improvements required work on private property, and KEM met with individual property owners to determine localized flooding issues and worked with affected property owners to develop easements that were then donated to the County to help reduce overall costs. The project serves approximately 270 homes in the Imperial Estates Subdivision in Mifflin Township, Richland County, Ohio. Work included upgrades to an existing undersized storm sewer system and renovation of an abandoned lagoon to provide flood control. A new storm sewer system was designed to service a number of areas within the subdivision with flooding problems. The storm sewer system included 8,450 feet of 8” to 60” storm sewer, 102 catch basins, 446 feet of ditch re-grading, and conversion of an existing lagoon to a detention facility.
