City of Elyria Stormwater Utility

KEM, in conjunction with Environmental Rate Consultants (ERC), was retained by the City of Elyria to create a comprehensive stormwater utility program. The KEM/ERC team developed the entire utility program, including business plan, level of service analysis, cost of service analysis, rate structure analysis, public education program, GIS database development, billing system database, and a credits program.
