Lorain County Stormwater Utility

KEM, in conjunction with Environmental Rate Consultants (ERC), was contracted by Lorain County to create a comprehensive stormwater utility program for the Lorain County Storm Water District. The Utility program was fast tracked in 2010 to generate income in 2011. The KEM/ERC team developed the entire utility program, including business plan, rate structure analysis, public education program, GIS development, billing system database, and the credits program. Utility billing started in 2011 through the County Auditor. Currently, KEM is providing stormwater program management services, including customer service and database updates.
