Elyria’s East Broad Street Rehabilitation


K.E. McCartney & Associates, Inc. (KEM) was chosen by the City of Elyria to provide project coordination, construction administration, and inspection services for the City’s East Broad Street, 7.5 million dollar, major roadway rehabilitation project. The project begins at the Black River Bridge just west of the E. River/E. Broad St. intersection and terminates at the S. Abbe Rd./E. Broad St. intersection.

East Broad Street is a major thoroughfare into the city’s downtown district, which includes Lorain County’s administration offices and courts. East Broad Street is also one of the main routes to University Hospital’s Elyria Campus.

The East Broad Street project started in July of 2023 and includes major infrastructure improvements to the city’s storm sewer and water systems. Three of the four existing signalized intersections will be replaced with new traffic signals, and the existing traffic signal at the fourth intersection will be removed. All drive approaches, curbs, curb ramps, and sidewalks will be replaced throughout the project, along with the sidewalk on the south side of the road being replaced with an 8’ wide asphalt concrete multi-use path. The project is to be completed in two main sections. The roadway work in the first section included pavement planning, profile corrections, and resurfacing. The pavement in the second section will be removed and replaced. The new roadway in the second section will be lowered and widened to match the width of the roadway in the first section. After completion, East Broad St. will be three lanes of traffic with the center lane being a double turn lane. The first section is substantially complete, and the underground utility work is underway in the second section of East Broad Street. The project is to be completed by November 1, 2024.
